The deadline
The Department of Justice rule at 28 CFR 35.200 requires state and local government web content, including PDFs posted on your site, to meet WCAG 2.1 Level AA.
In April 2026 the Department extended the compliance date. It is now April 26, 2027 for public entities with a population of 50,000 or more, and April 26, 2028 for smaller entities and special district governments (ADA.gov).
Agenda packets and minutes are posted every week, so new files keep arriving after the deadline too.
What we fix in each PDF
- A tag structure that screen readers can use, including untagged text and stray content
- A document title, the document language and the PDF/UA identifier
- Reading order and tab order
- Alt text for meaningful images, with decorative images marked as artifacts
- Table headers, and layout tables that are tagged as data tables
- Links tagged with a description
- Bookmarks for longer documents
- Text recognition (OCR) for scanned pages
Every file comes back with its veraPDF PDF/UA-1 report. It also comes with a short list of items a person should confirm, such as whether headings and alt text read correctly. Automated checkers can't judge those.
Before and after: a real city council agenda
This is the City of San Diego Council agenda for October 19, 2026, an 11-page public document, validated with veraPDF 1.30 against PDF/UA-1.
| Check | Before | After |
|---|---|---|
| Overall PDF/UA-1 result | Fail | Pass |
| Rules failed | 12 | 0 |
| Individual failed checks | 109 | 0 |
| Examples of issues fixed | 46 untagged links, the city seal image with no alt text, header and footer text mixed into the tag tree, no PDF/UA identifier or document title, and table rows with inconsistent column counts | |
Files: original (veraPDF report) · remediated (veraPDF report) · veraPDF report, before · veraPDF report, after. Two other public agendas we tested, a 1-page county agenda and a 68-page county agenda with resolutions, also went from fail to pass. A PDF/UA-1 pass covers the machine-checkable rules. It is not a full WCAG audit.
