Standard: WCAG 2.1 Level AA (28 CFR 35.200). Deadlines: Apr 26, 2027 for public entities of 50,000+; Apr 26,
2028 for under 50,000 and all special districts.

☐ The PDF is tagged (not just "searchable")
☐ Reading order is logical, including multi-column pages
☐ Headings use real heading tags (H1, H2...) in order
☐ Document title is set and displayed in the title bar
☐ Primary language is set
☐ Meaningful images have alt text; decorative ones are artifacts
☐ Tables have header cells; no layout-only tables
☐ Lists are tagged as lists
☐ Links have descriptive text
☐ Text contrast meets 4.5:1 (3:1 for large text)
☐ No scanned image-only pages (OCR + tag them)
☐ Form fields have labels, tooltips and a logical tab order
☐ Passes veraPDF PDF/UA-1 (verapdf.org) or PAC
☐ A person reviewed alt text and reading order
☐ Validation report saved with the file
☐ Source template (Word/agenda software) fixed for next time

Exceptions (28 CFR 35.201) include archived content and some preexisting documents, unless currently used
to access services. Read the rule.
